Fix for save state picture display (GPUshowScreenPic), WIN32 only

Save state picture display is currently terrible broken, it shows and hides picture almost instantly! (it is flag based without timer...).
Modified plugin.c with fixed code (currently WIN32 only, code need thread creation routine ported to linux/osx):
